Leading
thinkers on the issue have proposed setting up “green lanes” for
certain types of shipments. They would include those that authorities
knew came from trusted sources and that had not been opened in
transit.
This
requires a foolproof way to guarantee that containers from those
trusted sources have not been opened in transit. If such a method
existed, authorities could green light those shipments while focusing
their time and attention on more dubious shipments. Locks and indicator
seals do little but slow down thieves or terrorists. Both can easily
be replaced to create a false sense of security until the cargo
reaches its destination. By then, however, it’s too late.
